A Few Thoughts from Canada

As a starting point, Canada suggests the following modifications to the rules created by BFTA. This is not meant to be a final statement, but just the few instances in the BFTA rules where our thinking differs slightly. It does not include the obvious changes, such as changing the terms to reflect that the rules are for the WFTF and the World Championship match.

Rule 3, Section a.

a. The BFTA has declared a maximum pellet speed for rifles of 5 fps below the 12 ft/lbs limit, this is for the actual pellet being used by the shooter on the day. 5 fps below 6 ft/lbs will apply for pistols

CAFTA does not see the need for a set power level and then having to test under it by five feet per second. This would be like driving in a 50 kph speed zone and getting a speeding ticket for driving 47 kph. It is very simple to know the velocity allowed for the weight of each pellets used. A chart can easily be created that will show the maximum velocity allowed per weight of pellet, separated by fractions of a grain and/or gram.

Rule 7

7) COURSE OF FIRE

A full course of fire shall consist of not less than 25 targets. A full course of fire must be completed for a score to be deemed valid excepting any circumstance under Rule 15. or for any other reason deemed valid by the Chief Marshal. The minimum distance for any target from the firing line shall be 8 yards and the maximum distances of any target from the firing line shall be 55 yards.

The thought that shooting targets at as close as eight yards is a safety concern has been debated at length. The fact that it makes the use of some of the popular scopes for field target very difficult at these close ranges is well known. A simple solution would be to make the minimum distance ten yards, satisfying the safety concerns of some and making the use of many popular scopes possible.

Rule 11

11) TIME PER LANE

In the event of a competitor delaying excessively, the Marshall may time the lane, with the time starting when the eye is put to the sight. The time will be continuous, with the number of minutes allowed equating to the number of targets in that lane. (Timing is mandatory for all BFTA events)

If the total time exceeds 2 minutes the competitor will forfeit any `hit` obtained after the expiry of the allotted time.

We would suggest that the timing will start as soon as the lane is addressed and that the minutes allowable will be equal to the number of shots to be taken in the lane plus one minute for preparation. Addressing the lane would be when a competitor sits down for an open lane or to range a forced lane or steps in the shooting area for a standing lane or kneels in a kneeling lane.
Rule 18

18) CLASS OF ENTRY

If used, there will be classes of entry per the BFTA Grading system. Shooters may elect to shoot in a higher grade. This does not effect their listed grading unless results alter their grading percentage. Supervision of shooters under the age of 17 years will be in accordance with legal requirements.

NOTE: A shooting partner in competition does not necessarily constitute supervision of a shooter under 14 years of age.

The above age limits are subject to variation if the law changes at any time during the shooting season.

This does not seem to be applicable at this time.

Rule 20

20) DISPLAY OF RULES AND INSURANCE

A current copy of the BFTA General Shoot Rules shall be clearly displayed at the booking-in point of all shoots, together with a current and valid Certificate of Insurance.

This could be reworded to reflect that the Insurance Laws of the host nation would apply to the World match.

Muchas gracias por el trabajo realizado.

Sin duda alguna es una de las mejores iniciativas propuestas para la WFTF. A España no le costaría prácticamente nada adaptarse a dicha normativa ya que el reglamento del CdEFT, funcionamiento, protocolos, etc, se basan en una adaptación de lo reglamentado en la BFTA.

Hey ho !

It seems to have gone quiet all around the globe... we don't get much news here in Isfjorden... has there been a nuclear holocaust in the last few weeks ?

1) Johan - I'm assuming you're correlating the various ideas on how the WFTF core rules should be - how are we doing so far ? Anything we can submit and vote on ?

2) As a reminder to our member RGB's - WFTF core rules override local rules (thank God)...

3) The WFTF must have a defined strategy regarding Men in the Women's class and vice versa (!).

a) Because a shooter has man-boobs, long hair, wears eyeshadow, lipstick, chanel no.5 and likes donning a frock, doesn't qualify him for "women's class".
b) Does the tadger have to go in order for the competitor to be classed as a woman ? .
c) There again, if a woman has a sewn-on (not strap-on) tadger (that's PENIS..for our colleagues who are not so familiar with english slang..) then that really has no impact on entering the open class, as we don't have a men's class, though would assumedly close the door for entry in the women's class.
d) How do we reinforce an eventual ruling ? Identity parade's are obviously out of the question, so some form of doctor's statement would be necessary ....

Parece haber quedado en silencio en todo el mundo ... no recibimos muchas noticias aquí en Isfjorden ... ha habido un holocausto nuclear en las últimas semanas?

1) Johan - Estoy asumiendo que usted es la correlación de las diversas ideas sobre cómo las normas básicas WFTF debe - como lo estamos haciendo hasta ahora? Cualquier cosa que podamos presentar y votar?

2) Como un recordatorio a nuestros miembros de RGB - normas básicas WFTF reemplazar las normas locales (gracias a Dios) ...

3) El WFTF debe tener una estrategia definida con respecto a los hombres en la clase de las Mujeres y viceversa (!).

a) Debido a que un tirador tiene el hombre senos, pelo largo, usa sombra de ojos, lápiz labial, Chanel n º 5 y le gusta ponerse un vestido, no le califica para la "clase de mujeres".
b) ¿El Tadger tiene que ir para que el competidor para ser clasificado como una mujer? .
c) En este caso, si una mujer tiene un cosidos (no strap-on) Tadger (que es PENE .. para nuestros colegas que no están tan familiarizados con el argot Inglés ..) a continuación, que realmente no tiene ningún impacto al entrar en la clase abierta , ya que no tienen la clase de hombres, sin embargo, presuntamente iba a cerrar la puerta para la entrada en la clase de las mujeres.
d) ¿Cómo reforzar una decisión final? Identidad desfile son, evidentemente, fuera de la cuestión, por lo que de alguna forma de declaración del médico sería necesario ....

Hi All,

Just to shake you up from the pre-Christmas mood, here you are some inputs from HFTA…

I would like to inform you that HFTA have had a board of meeting, where we discussed about the Core Rules which should be used by WFTF. I would kindly ask you to let me share these information with you.
Perhaps you know, that Hungary hosted the Worlds 2010. For this occasion the HFTA have revised our existing Rulebook, and we have adapted it to meet the international standards including the BFTA Main Shoot rules as well. With this revision we have reached to have the latest international rulebook.

Why I’m writing you all these?

Because I think it would be a mistake, and waste of time to ignore this rulebook. Taking in consideration the different shooting behaviors of foreign nation shooters, we have specified some rules more in details like for example the timing procedure. We think that some WFTF Core Rules should be more detailed like BFTA rules, right because the above mentioned reasons. These rules should be obvious and clear for all nations competitors as well.

What am I proposing?

To put side by side the BFTA and HFTA rulebook and parallel to go through on it. The aim should be to receive a draft rulebook which should be the subject of the RGB’s vote. We may change and rework some rules just after the preparation and voting the draft. (Attached you may find the HFTA Rulebook)

The voting should be done by the RGB’s separately for each chapter of the draft rulebook. If a chapter has reached the 50% plus 1 vote than can be accepted. If not it should be revised according to the proposals arrived to that chapter. If an RGB is voting against a chapter, than should provide WFTF with a proposal how to regulate the respectively chapter. After the revision, these section should be voted again by RGB’s.

Here is an example referring to chapters taken from HFTA rulebook

7. Equipment Testing
8. Safety Regulations
9. Officials at the Competitions

Beside this HFTA is proposing the followings:

· Precise definition is needed referring the use of the single rifle sling. The sling fixed at the front and the rear of the rifle is suitable for carrying. We support this kind of usage, but we can’t accept usage of single rifle sling as a lasso. The rifle sling should not be an accessory which purpose is to steady the rifle.

· The visibility of the target in each position should be understood through the scope. There should be the responsibility of each competitor to avoid the different obstructions which might appear.

· In case of speed measurements, tolerance levels should be fixed. (see for example the attachment of HFTA Rulebook)

· We propose to keep the existing time measurement used at Worlds.

· We also propose the usage of the kill zone reducers. The 15 mm kill zone should be allowed to be placed up to 25 m, and respectively the 25 mm kill zones up to 40 m.

I would kindly suggest to take in consideration the above mentioned proposals.
